ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANTS (EECBG)

The purpose of this amendment is to extend the due date for applications to August 10, 2009.

The Recovery Act - Energy Efficiency and Conservation Block Grants - Formula Grants FOA, is amended as follows:
 
1. Part IV - Application and Submission Information, Section E, Submission Dates and Times, Application Due Date,  is hereby deleted in its entirety and replaced with the following:
 
"For ALL Applicants (States, Units of local government, and Tribal organizations):  This announcement will remain open until August 10, 2009 8:00:00 pm Eastern Time.  Applications may be submitted at any time before the specified due date and time.  Applicants are encouraged to submit their applications as soon as practicable."
 
Amendment 004 of the EECBG Funding Opportunity Announcement (FOA) The Recovery Act - Energy Efficiency and Conservation Block Grants - Formula Grants FOA, is amended as follows:
 
1. The preferred method for submitting applications is through FedConnect. However, applications may also be submitted via email to This e-mail address is being protected from spambots. You need JavaScript enabled to view it clearly including in the subject line "EECBG Application (Unique Identification Code)." Applications may be submitted at any time before the specified due date and time. Applicants are encouraged to submit their applications as soon as practicable.
 
2. As specified in the FOA, there are several one-time actions necessary to submit an application; obtaining a Dun and Bradstreet Data Universal Numbering System (DUNS), registering with the Central Contractor Registration (CCR), and registering with FedConnect. You need JavaScript enabled to view it > , clearly including the subject line "EECBG Application (Unique Identification Code)."  Information on the Unique Identification Code begins on page 14 of the FOA.  Please note: if you have submitted your application to FedConnect already and received a confirmation, please do NOT also send your application via email, so as to avoid duplicates.
 
Instructions on locating the Funding Opportunity Announcement (FOA), Number DE-FOA- Amendment 3 through FedConnect can be found here.  You can also obtain the Announcement here.  Some of the required application elements (forms) are provided as Attachments to the FOA. Page 21-22 of the FOA lists the required elements (forms) needed as part of the application.  Some of the required application elements (forms) are provided as Attachments to the FOA, some standard forms (website links on page 21-22 of the FOA), and some in your own format (Budget Justification).
 
The application package can be obtained from grants.gov.  The application package includes the SF424 form and Project/Performance Site locations form, and SF-LLL disclosure of lobbying form.  To start, save the application package (oppDE-FOA--cfda81.128.pdf) to your computer, complete the embedded forms and attach all the other required attachments to the "application package" and then uploaded to FedConnect.  The Tribe should register within FedConnect asap to be notified of any amendments and/or to pose questions.  Further, samples can be found at http://www.eecbg.energy.gov/solutioncenter/default.html.

EECBG Estimated Benefits Calculator: The Calculator was created to assist applicants in developing estimates of jobs created, energy saved, GHG emissions reduced, and renewable energy capacity installed for the Project Activity Sheets (B-1 Attachment of the Funding Opportunity Announcement) required with the application.  See below for a dedicated webinar on how to use the Calculator.
