There has been some confusion over what First Peoples Worldwide is seeking from our recent call for videos.  First Peoples Worldwide is looking for videos submitted by Indigenous-led NGOs or NGOs working with Indigenous Peoples.  These videos must show how climate change is impacting the Indigenous community, their local environment, and how the Indigenous Peoples are using traditional knowledge to adapt to and mitigate climate change.  Each video we receive is considered an application for a $5,000 grant to continue your organization’s work using traditional knowledge to adapt to and mitigate climate change.  The $5,000 grants are not for use to create another longer or more polished video.  First Peoples Worldwide does not require that your video have special effects or finishing and can be produced using the video equipment and technical capacity available from the Indigenous community or organization.  There is no specified length requirement however the maximum length of video that can be uploaded to YouTube is 10 minutes.  You may upload your video in pieces if it is longer than 10 minutes.   

The only content requirements are that videos must include footage that covers the following five items:

1.       State the name of the Indigenous Peoples and where they live. 

2.      Show the effects of climate change on your territory.  You may show photos, ask elders to explain the changes, or use video to show the damages to or changes in land and waterways. 

3.      Show the effects of climate change on the people in your community.  You may discuss traditional livelihoods, access to food, shelter, and/or health.

4.      Show how your community is using traditional knowledge to adapt to climate change on your territory and/or in your community.

5.      Are you involved in any policy discussions with your government or any other political forum?

First Peoples Worldwide will make a total of three $5,000 grants, one each in the areas of general community, women, and youth responses to climate change. 

Organizations must meet the following criteria in order to be awarded a grant:

·         Grants will not be awarded to individuals

·         Organizations must be an Indigenous-led organization or fiscal agent acting at the request of an Indigenous community

·         Organizations must be registered under the laws of the country in which they operate

·         Organizations must have a bank account

·         No grants can be awarded for travel to or activities within the United States

Videos may be submitted in English, French, or Spanish.  Transcript of local language must be submitted in English, French, or Spanish with the accompanying video only if there are no subtitles in English, French, or Spanish in your video already.  We encourage using multiple voices from many community members. 

Grant funding must be used to continue work in the areas of climate change within the community as described in the video application.  Your community or organization may submit more than one video, but not more than one video in each of the categories listed above. 

The deadline for submissions is October 31, 2009

Grants will only be made once the winning organizations complete the necessary paperwork required by First Peoples Worldwide.

Please submit with your video the following information:

·         The name of the Indigenous Peoples submitting the video and where they are located

·         If your organization is an Indigenous-led NGO, CBO, fiscal agent or other (explain)

·         A contact name and title for the person submitting the video

If an organization does not meet the criteria above, a grant cannot be made.

FPW busca videos enviados por ONG dirigidas por indígenas, o  bien  ONG que trabajan con pueblos indígenas. Estos videos deben mostrar como el cambio climático esta afectando a las comunidades indígenas, su medio ambiente local, y como los pueblos indígenas están usando su conocimiento tradicional para adaptarse y mitigar el cambio climático. 

Cada video será considerado una aplicación para una donación de $5,000 para continuar el trabajo de su organización usando su conocimiento tradicional para adaptarse y mitigar el cambio climático. Las donaciones de $5,000 no son para crear otro video mas largo o mas elaborado. FPW no requiere qeu su video tenga efectos o acabados especiales y pueden ser producidos utilizando el equipo y capacidad técnica disponible a su comunidad u organización indígena. No hay un reqeurimiento de duración del video, aunque el límite que puede ser cargado en YouTube es de 10 minutos. Ud. puede cargar su video en pedazos si es más largo que 10 minutos.

Les vidéos peuvent être soumises en anglais, français, ou espagnol. Climate Change and Extreme Floods in the West The U.S. Department of Interior, Bureau of Reclamation requests proposals for the Impact of Climate Change on Extreme Floods in the Western U.S.  This research initiative is directed at answering questions relating extreme floods to climate change.  Further work will focus on implications for flood hydroclimatology and flood frequency analyses. Community Wind - Revolving Fund Will Focus on Early Stage Development. The Arrowhead Regional Development Commission (ARDC) and the Northland Foundation have partnered to create a revolving loan fund that will provide early-stage project development and feasibility analysis for community-based wind energy projects in Minnesota.

The revolving loan fund will be available in Aitkin, Carlton, Cook, Itasca, Koochiching, Lake and St. Louis counties.

The revolving loan fund is part of the Rural Energy Development Initiative (REDI), a state-wide program addressing community-based wind energy development. REDI loan financing is limited to early stage project development and feasibility analysis for wind energy electric generation projects that intend to sell the electricity to an electric utility. Maximum loan size is $25,000 for any one project and/or borrower. ARDC functions as the regional REDI organizer for northeast Minnesota. The Northland Foundation is the acting loan partner for the revolving loan fund.

The White House Domestic Policy Council and Office of Public Engagement will host two listening sessions on August 31 2009, in the Eisenhower Executive Office Building Room 450, in Washington, DC. Recovery Act Reporting.  Recipients of American Recovery and Reinvestment Act (ARRA) funds are required to submit quarterly reports within 10 days following the calendar quarter.  The first report (due October 10, 2009) should include all cumulative ARRA expenditures and activities (job creation, compensation, and project details) since the date of grant award.  The system for ARRA reporting and for registration is www.FederalReporting.gov.  Recipients will need the following: 1) Dun and Bradstreet number (DUNS) 2) Central Contractor Registration (CCR) 3) Valid email address. Note:    For a DUNS number, go to www.dbn.com/us or call (option 4).  Processing 1-2 days. For CCR registration, go to www.bpn.gov/ccr   Processing 2-8 days

NEPA: ARRA recipients that conduct their own environmental reviews must submit quarterly reports on the status of National Environmental Protection Act (NEPA) reviews.  The system for NEPA reporting is called RAMPS and can be found on HUD’s recovery website at www.hud.gov/recovery and under the “Reporting” tab.  RAMPS Registration consists of HUD User Registration and Recipient User Registration.  Further guidance on registration and training for use of the RAMPS system is forthcoming.
